NHSBA is pleased to release the 2026 NHSBA Legislative Summary, a service made possible by the continued membership of New Hampshire school boards. This year’s Legislative Summary contains comments on approximately 60 new laws and amendments.
The New Hampshire 2026 legislative session was extremely busy, and the impacts of passed legislation will have significant impact on our local districts and school board governance. We appreciate members’ patience as we have worked through the implications of these new bills. At the time of this release, NHSBA continues to assess impacts on our local school boards and day to day operations of our local public school districts, as well as fielding many questions from current members as these new laws are put into practice for the start of the 2026-2027 school year.
As of the date of this publication, Veto Day has not yet been held. This is scheduled for August 19, 2026. Should any additional impactful bills become law through that process, NHSBA will send out an addendum to this 2026 Legislative Summary.

NHSBA will publish for policy subscribers its Fall Policy Update to reflect policy changes in response to the legislation. NHSBA has included most of its policy revisions in two “packaged” policy updates, one in the Spring, and one in the late Summer early Fall. However, with the onslaught of Legislative actions requiring policy revisions or new policies, and with the functionality of the NHSBA policy platform, NHSBA will begin releasing policy revisions in more frequent updates, sometimes with single policies, and sometimes packaged with others. All persons who have active policy subscriber credentials will receive notices for each of these “independent” updates. Please see a more detailed note regarding these policy updates in the 2026 Legislative Summary document.
Based on the positive feedback NHSBA received last year, we will offer a webinar on Wednesday, September 2, 2026 at 12:00 p.m., to review and discuss the major bills contained in this Legislative Summary. A second webinar will be offered, discussing the various policies included in the Policy Update.
