Dear NHSBA Members:
Last week, NHSBA sent a packet of documents for the 2026 NHSBA Delegate Assembly. After sending that packet, NHSBA was contacted by a few school board members who were confused about some of the proposed changes to the NHSBA Bylaws. NHSBA reviewed those concerns, agreed with some of them, and is now issuing a REVISED NHSBA BYLAWS document.
The proper version of proposed Bylaw changes is included in this packet. NHSBA apologizes for this confusion.
The Assembly will be held on Saturday October 17, 2026 starting at 10:30am. A full agenda will be sent in the coming weeks.

Important notice: Please note that NHSBA is proposing numerous changes to its existing bylaws. A full explanation is included in the Cover Letter.
Each member-school board may send one voting Delegate and one alternative. However, any and all board members are invited to attend. All proposed Resolutions will be brought forward to the Delegation. In past years, discussion of a proposed Resolution only followed a motion to adopt the proposal. This year, NHSBA will allow the Delegate from the board that submitted the proposed Resolution to speak to their submission, even if the proposal does not receive a motion to adopt.
NHSBA asks that our members please note the following:
- Have your local school board appoint/elect an official Delegate to attend the NHSBA Delegate Assembly and have the Delegate register using the link above.
- Have your local school board take an official vote/position on each of the Proposed Resolutions as well as the Proposed Bylaw changes – support, oppose, abstain.
- NHSBA does not monitor local boards for their specific grants of authority and relies on each delegate to take positions consistent with their Board’s authorization, therefore, the local school board should also discuss the authority of the delegate vote on amendments and amended resolutions.
- Every submitted Proposed Resolution is included as it was submitted. The Proposed Rationale was completed by the school board that submitted the Proposal.
- The recommendation from the NHSBA Board of Directors is just that – a recommendation. The ultimate positions/Resolutions will be determined by NHSBA member school boards.
- As a reminder, the Continuing Resolutions are Resolutions that passed the last two Delegate Assemblies. Per NHBSA bylaws, Resolutions must be adopted for three consecutive years by the Delegates in order to move into NHSBA’s Statement of Beliefs Manual.
